FLOWRA (Floating Offshore Wind Technology Research Association) was established as a not for profit organization in March 2024 with the approval of Japanese Government (METI) with the aim of contributing to the realization of large-scale commercialization of floating wind turbines, a Carbon Neutral society and the creation of a domestic industry, by Japanese developers to support development of common basic technology that reduces the cost and risk of floating offshore wind including cooperation with overseas organizations. As of the end of March 2025, there are 21 participating companies.
